The platform announced that the feature is now available to everyone, as of Wednesday.
Although it could potentially be useful to someone, not everyone is keen on it. Facebook Messenger, which has rolled out the feature again 2015, is generally used to communicate with people you know in the real and offline world. On the other hand, X has evolved as a platform for dialogue and public debate (as well as memes, of course). Even though you may be following someone and they may be following you back, there's a good chance you don't want them to be able to contact you directly at any time of the day or night.
Currently, this option is enabled by default, but it is very easy to disable it. Open the X app on your device and head to your messages. In the upper right corner there is a gear, click on it to reveal the message options.
Simply toggle the option.

There you'll be given the option to restrict calls to people you follow — or, for the really messy user, allow anyone who pays $8 a month for X Blue to contact you if they'd like to chat.
Simply toggle the “Enable voice and video calling” option to the off position (turning the button greyed out) and you can tweet safe in the knowledge that no one will call you out on it.
